Similar vacancy\u00a0rates afflict\u00a0the RCMP&#8217;s close protection units in other parts of the country, the RCMP said<\/p>\n\n\n\n<p class=\"has-text-align-left\">Several RCMP and government officials said the shortage of officers is complicating\u00a0the force&#8217;s efforts\u00a0to protect\u00a0the prime minister, the Governor General, Supreme Court justices, diplomats and foreign dignitaries<\/p>\n\n\n\n<p class=\"has-text-align-left\"><q>Even for the prime minister, they are short-staffed at the moment,<\/q>\u00a0said\u00a0a government source<\/p>\n\n\n\n<p class=\"has-text-align-left\">The situation is ramping up\u00a0tensions between the RCMP and the federal government. The police force says it has\u00a0to earmark\u00a0its resources for\u00a0certain ministers or events\u00a0based on threat evaluations\u00a0that don&#8217;t\u00a0always agree with\u00a0the demands of ministers or their political staffers<\/p>\n\n\n\n<p class=\"has-text-align-left\">International Cooperation Minister Harjit Sajjan abruptly cancelled\u00a0a planned summer appearance\u00a0at the opening ceremony of an international AIDS conference in Montreal, citing his concerns about the protection offered by the RCMP, sources said<\/p>\n\n\n\n<p class=\"has-text-align-left\">A number of other ministers are unhappy with the Mounties&#8217;\u00a0protection and sometimes\u00a0wonder whether the RCMP is taking their concerns seriously, said\u00a0sources in ministerial offices<\/p>\n\n\n\n<p class=\"has-text-align-left\">The labour shortage is depressing morale among protection officers struggling\u00a0to balance their work and family lives. Several sources said they fear\u00a0that the number of hours worked by team members \u2014 often\u00a0outside of Ottawa itself \u2014\u00a0exceeds acceptable standards<\/p>\n\n\n\n<p class=\"has-text-align-left\"><q>The only reason we are surviving right now is that the members agree to work overtime,<\/q>\u00a0said an RCMP\u00a0source<\/p>\n\n\n\n<p class=\"has-text-align-left\">The RCMP is\u00a0modernizing its protection officer training. About fifteen officers have just completed that training and are ready\u00a0to join this specialized unit<\/p>\n\n\n\n<p class=\"has-text-align-left\">But recruitment isn&#8217;t keeping up with attrition and sources say it\u00a0will take years to recruit and train enough new protection officers to meet the demands of a worsening\u00a0threat environment for public figures<\/p>\n\n\n\n<p class=\"has-text-align-left\">The RCMP\u00a0has requested additional funding for the close protection unit. That request\u00a0will be studied by the federal cabinet in the coming months<\/p>\n\n\n\n<p class=\"has-text-align-left\">Supt.\u00a0Sean Martell, director of RCMP\u00a0protective services, said\u00a0<q>there is more that we want to do<\/q>\u00a0But faced with a shortage of employees specializing in close protection, he said, the RCMP is forced to\u00a0<q>prioritize<\/q>\u00a0resources toward\u00a0essential needs and the most tangible threats<\/p>\n\n\n\n<p class=\"has-text-align-left\"><q>We are fortunate that we have very highly trained, very specialized, very dedicated individuals that get the job done. Everything is covered all the time, but at the same time, we realize a need to grow the teams,<\/q>\u00a0said\u00a0Martell<\/p>\n\n\n\n<p class=\"has-text-align-left\"><q>And there are constant demands coming in from every direction to do more<\/q><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">&#8216;Playing with fire&#8217;<\/h2>\n\n\n\n<p class=\"has-text-align-left\">While provincial ministers in some provinces, including\u00a0Quebec, are\u00a0accompanied by armed drivers, federal ministers do not receive RCMP protective services unless they face specific threats<\/p>\n\n\n\n<p class=\"has-text-align-left\">Health Minister Jean-Yves Duclos, for example,\u00a0received close protection service\u00a0during\u00a0raucous demonstrations against public health measures in Ottawa earlier this year. But for federal ministers, such protection\u00a0is temporary<\/p>\n\n\n\n<p class=\"has-text-align-left\">Sources tell CBC News\/Radio Canada that a\u00a0number of Liberal ministers and their staffers are worried\u00a0about\u00a0a\u00a0lack of protection at a time of deep schisms\u00a0in public opinion\u00a0and increasing threats to the safety of federal elected officials<\/p>\n\n\n\n<p class=\"has-text-align-left\">Specific policy files seem to be driving a lot of\u00a0anger on social media. The current problems facing Hockey Canada, for example, have\u00a0inspired threats from the so-called\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Incel\" target=\"_blank\" rel=\"noreferrer noopener\">&#8220;incel&#8221; subculture\u00a0(new window)<\/a>, said a federal source. Other sources said issues such as gun control, natural resource\u00a0development and vaccine mandates are inspiring\u00a0hostility toward federal officials<\/p>\n\n\n\n<p class=\"has-text-align-left\">In 2020, during the early days of the pandemic, an armed man\u00a0<a href=\"https:\/\/www.cbc.ca\/news\/politics\/corey-hurren-rideau-hall-sentencing-decision-1.5943612\" target=\"_blank\" rel=\"noreferrer noopener\">drove his truck directly into the barriers\u00a0(new window)<\/a>\u00a0surrounding Rideau Hall before entering the grounds leading to the Governor General&#8217;s residence and the home of Prime Minister Justin Trudeau. He was\u00a0spotted by civilian employees before being arrested by the RCMP<\/p>\n\n\n\n<p class=\"has-text-align-left\">In recent months, Finance Minister Chrystia Freeland has been yelled at in Alberta, Conservative Leader Pierre Poilievre&#8217;s wife been targeted by online threats\u00a0and New Democrat Leader Jagmeet Singh has been\u00a0accosted by a hostile crowd in Ontario<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">&#8216;WHAT HAPPENED WAS WRONG&#8217;: FREELAND ON RECENT VERBAL ATTACK IN ALBERTA<\/h3>\n\n\n\n<p class=\"has-text-align-left\">2 months agoDuration10:04Deputy Prime Minister Chrystia Freeland has responded to her recent harassment during a stop in Grande Prairie, Alta., over the weekend. It&#8217;s more serious than a year ago,<\/q>\u00a0said federal Public Safety Minister Marco Mendicino\u00a0<q>It is an attack against our institutions and our democracy<\/q><\/p>\n\n\n\n<p class=\"has-text-align-left\">Prime Minister\u00a0Trudeau\u00a0pointed out over the summer that federal cabinet\u00a0ministers in Canada are\u00a0still quite\u00a0accessible to the public,\u00a0although he acknowledged\u00a0that the security situation has deteriorated in recent months<\/p>\n\n\n\n<p class=\"has-text-align-left\"><q>It feels good to see the minister of Foreign Affairs at a [supermarket] on a Saturday morning. It is something that has been a strength in our democracy, in our society,<\/q>\u00a0he said\u00a0<q>At the same time, we must recognize that the political conversations, the debate, has become more bitter, more aggressive<\/q><\/p>\n\n\n\n<p class=\"has-text-align-left\">An RCMP source said the real question is when \u2014 not whether \u2014 a violent attack\u00a0on\u00a0a federal elected official will occur<\/p>\n\n\n\n<p class=\"has-text-align-left\"><q>Sometimes, I find that we are playing with fire,<\/q>\u00a0the source said<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Controversial threat assessments<\/h2>\n\n\n\n<p class=\"has-text-align-left\">Sources say\u00a0Liberal officials are growing frustrated with a police service that, to them, seems frequently to\u00a0downplay\u00a0the threats to which ministers are exposed<\/p>\n\n\n\n<p class=\"has-text-align-left\">To the\u00a0RCMP, however, the proliferation\u00a0of aggressive language online does not automatically mean that ministers are more vulnerable now<\/p>\n\n\n\n<p class=\"has-text-align-left\"><q>It&#8217;s not because there is an increase in the language or the rhetoric or the conversations being had\u00a0that the threat level has necessarily increased,<\/q>\u00a0said\u00a0St\u00e9phanie Laplante, manager of the RCMP&#8217;s\u00a0Federal Policing Threat Assessment Section<\/p>\n\n\n\n<p class=\"has-text-align-left\">The RCMP has\u00a0a grid system it uses to evaluate\u00a0how threats\u00a0directed at\u00a0elected officials affect the actual risk they face<\/p>\n\n\n\n<p class=\"has-text-align-left\">One of the main factors in that evaluation is whether the person making the threats\u00a0has\u00a0the intent or ability\u00a0to carry them out. The RCMP also considers whether someone has escalated their threats\u00a0or is showing signs of having a\u00a0<q>fixation<\/q>\u00a0on their target<\/p>\n\n\n\n<p class=\"has-text-align-left\">Laplante\u00a0said she is aware that ministerial teams haven&#8217;t always seen eye-to-eye with the RCMP on the danger\u00a0faced by cabinet ministers<\/p>\n\n\n\n<p class=\"has-text-align-left\"><q>We make sure that our process continues to be rigorous precisely for that reason &#8230; We want to make sure that we don&#8217;t miss anything and that our evaluation is precisely as rigorous as it is to be able to respond to people who feel they are not as safe as they should be,<\/q>\u00a0she said<\/p>\n\n\n\n<p class=\"has-text-align-left\">Martell said\u00a0the RCMP has multiple\u00a0tools to protect elected officials\u00a0in addition to close protection services, such as patrols or staffing\u00a0specific events. The security of elected officials depends on several layers of protection, and some are less visible than others, he said<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">&#8216;We do take everything seriously&#8217;<\/h2>\n\n\n\n<p class=\"has-text-align-left\"><q>Even if our determination or our resource prioritization doesn&#8217;t provide exactly what they had originally asked for, we will mitigate it with other resources,<\/q>\u00a0he said<\/p>\n\n\n\n<p class=\"has-text-align-left\"><q>We do take everything seriously, we look into it in great detail, we analyze every request that we get from our clients, and we will prioritize our resources where they are needed<\/q><\/p>\n\n\n\n<p class=\"has-text-align-left\">:According to government sources, Ottawa is exploring several options to offer greater protection\u00a0to ministers, including\u00a0<\/p>\n\n\n\n<ul><li>Providing more financial resources to the RCMP so that it can protect a greater number of federal ministers<\/li><li>Moving to\u00a0the &#8220;Quebec model&#8221; of assigning an\u00a0armed protective officer \u2014 who also acts as a driver \u2014 to each minister<\/li><li>Creating a new protection agency independent of the RCMP, modelled on the U.S. Secret Service<\/li><\/ul>\n\n\n\n<p class=\"has-text-align-left\">In the short term, sources say, the\u00a0likeliest option seems to be a boost\u00a0in funding for\u00a0RCMP protective services<\/p>\n\n\n\n<p class=\"has-text-align-left\">The RCMP\u00a0also is exploring the possibility of speeding up training of new protection officers. Right now, the protection officers are all regular service members who have undergone\u00a0six months of training in Saskatchewan<\/p>\n\n\n\n<p class=\"has-text-align-left\">The RCMP believes\u00a0it would be useful to offer a shorter course to people with relevant experience, such as former military personnel or former police officers from other organizations, sources said<\/p>\n\n\n\n<p class=\"has-text-align-left\">Creating an autonomous agency like the U.S. Secret Service \u2014 which has protected\u00a0presidents since the 1901 assassination of William McKinley \u2014 is probably the most complicated and costly option.\u00a0The federal government is unlikely to adopt that model, multiple federal sources said<\/p>\n\n\n\n<p class=\"has-text-align-left\">Some ministers favour the so-called\u00a0<q>Quebec model<\/q>\u00a0\u2014 where every minister gets a\u00a0security\u00a0officer \u2014\u00a0although some experts\u00a0suggest it would offer\u00a0only\u00a0a false sense of security<\/p>\n\n\n\n<p class=\"has-text-align-left\">A government source said that it&#8217;s\u00a0far easier to protect Quebec ministers \u2014 who usually travel to and from their ridings by car \u2014\u00a0than federal ministers, who regularly travel from one end of the country to the other by air<\/p>\n\n\n\n<p class=\"has-text-align-left\">Another problem\u00a0with the Quebec model is that it does not align with the RCMP&#8217;s\u00a0practice of assigning officers\u00a0in teams of two\u00a0<\/p>\n\n\n\n<p class=\"has-text-align-left\">The RCMP would need to substantially\u00a0increase the size of its protective services operation to assign two officers to each of 38 federal ministers<\/p>\n\n\n\n<p class=\"has-text-align-left\"><q>If we just do a quick math, we see that the RCMP is currently unable to meet a model that would see a bodyguard and a driver assigned to each minister,<\/q>\u00a0said\u00a0Pierre-Yves Bourduas, a former deputy commissioner of the RCMP<\/p>\n\n\n\n<p class=\"has-text-align-left\">Federal ministers now have access to\u00a0drivers who are members of their ministerial office staff. Several Liberal\u00a0sources said these drivers lack any training in security or crisis management<\/p>\n\n\n\n<p class=\"has-text-align-left\">Several ministerial chiefs of staff say they feel\u00a0the burden of protecting their staff ought to fall to the RCMP<\/p>\n\n\n\n<p class=\"has-text-align-left\"><q>We don&#8217;t hire staff based on their size or their ability to deal with
